I haven't been back here in a while. Just wanted to say hello.
I post my fic on AO3 these days, and I am trying to get away from posting in multiple places because it's a big pain, especially if I want to make revisions later. If anyone is wondering whether I'm still working on a certain fic, the answer is probably yes. ;) Just slowly, as life's busy.

Fallout Big Bang's open for artists.
Just thought I'd give a signal boost here for anybody who doesn't hang around tumblr. There's a Fallout Big Bang happening, and there are still spots open for artists.
If you've never seen one or participated in one, a Big Bang is a fandom event in which writers and artists collaborate to create long fics and art for those fics.

That's a good question. I get stuck trying to decide too, sometimes. 
I'm still just learning, but here are my thoughts anyway. I think I base the decision on how I want the character to sound, like past tense sounds slower and more contemplative but present tense feels faster and it's like we're there in that moment with the character. I'm not sure what is usually the deciding factor. That said, I love CoffeeMinx's answer. It makes a lot of sense.
